(NewsNation) — With his solar-powered, AI-driven Flock cameras now installed in every U.S. state but Alaska, Garrett Langley could soon join the ranks of Mark Zuckerberg, Jeff Bezos and Bill Gates as a tech household name.

But who is he?

Langley’s Atlanta-based company, founded in 2017, now has more than 120,000 cameras, which he says supported more than 1 million criminal investigations and incidents in 2025. Despite touting its successes, however, backlash has grown, leading some protesters to dismantle or destroy the cameras and some cities to end their contracts with the company.

Langley says he believes Flock could solve nearly all crime in less than a decade.

“I’ve talked to plenty of activists who think crime is just the cost of modern society. I disagree,” he told Forbes in 2025. “I think we can have a crime-free city and civil liberties. … We can have it all.”

Who is Garrett Langley?

Garrett Langley, 38, grew up in Atlanta.

He attended the Georgia Institute of Technology, where he studied electrical engineering.

Previous business ventures

Prior to launching Flock, Langley founded a monthly car subscription service called Clutch.

He also created an app called Experience with fellow Georgia Tech alums, which upgraded sports or concert seats to VIP-status events.

The trio would work together again to create Flock in 2017.

Why he started Flock

Langley says he was inspired to create Flock after witnessing unchecked crime in Atlanta.

He and his friends created the first Flock prototype using an Android phone camera in a waterproof box that took pictures of cars and their license plates, which could then be searched in an app.
